MOSCA AND JOHNSTON:  ILLEGITIMATE CANDIDATES?
On June 2, 1993, the Louisiana legislature adopted La. R.S. 33:383.1  [*2]  stating that "The board of
aldermen of the city of Harahan may enact an ordinance limiting the number of terms of office which any
elected official of the municipality may serve to two consecutive terms in the same office." The statute
was published in the official journal on June 28, 1993 and became effective on August 15, 1993.

If the city (HARAHAN MAYOR AND COUNCIL) can no longer give raises due to lack of revenue after they more than
"doubled their own salary"
they should go back and decrease their salary in order to pay the workers an increased wage. These workers
probably don't have a retirement plan. They do the work. Chief Peter Dale has his own budget and can pay the HPD
what he thinks he should. The police and fire departments do their jobs well. The mayor wishes everyone to shop
in Harahan in order for him to get more sales tax revenue, while every workday morning he eats breakfast at
McDonalds outside of Harahan. So he leads by the old order:"Do as I say, not as I do" He definitly does not lead by
example. Possibly there are no decent clean places in Harahan that he would dare eat at. In these economic hard
times with the city having "NO" money, it is probably best that the city close down and become part of Jefferson
Parish as an unincorporated area. With the co-operation of Aaron Broussard, the mayor has annexed a lot of out of
city limits commercial properties as a revenue source for the city, thus cheating the parish out of their rightful
revenues. He then obtained an expensive SUV for himself. Very hypocritical when he wants to deny needed
vehicles for the police department. The citizens pay (double) property tax to Harahan and to the Parish. Harahan
has always been known as a little pond where the big fish swim. It is a place where the big fish eat the little fish in
order to move on to the big political pond.
Movement to Unincorporate Harahan.
This is a ridiculous situation. This is a city whose area is two (2) square miles and population is under ten thousand,
(10,000).

UNINCORPORATE THIS MAKE BELIEVE CITY.
