Why did the CC turn down the five year interest free
loan and the mayors' zoning compromise?

These were "gold plated offers" "solve the problem
solutions" that they really should not have refused.

We can only guess at the motivations.

My guess is, the club is a patsy for greedy developers and
builders.  The club should not have failed.  These are astute,
experienced businessmen, voted into their offices by club
members who entrusted them with the responsibility of
running the club efficiently and keeping it functioning well.
My guess is that they may have deliberately run the club into
bankruptcy.
I feel they have betrayed the trust of the members, their
neighbors and all of the citizens of Harahan.  I suspect that
two or three council members were in cahoots with them.
I feel that eventually the city will lose almost the whole south
side of Jefferson Hwy.
When the CC threatens more suits they will get the permit to
build that high-rise condo.  Nothing like a H-R Condo to
devalue the surrounding properties with its denser population
and the traffic it brings, not to mention the burden on an
already overburdened city infrastructure.
The demographics of the project just steal property values
from it's neighbors.
I think that after the first condo the CC will expand west and
buy that portion of devalued property first probably to
increase the size of the golf course.
After a few  more condos they will buy devalued property to
the east until they have bought up most of the south side of
the Hwy.  (See the Map Above)   
I believe that a lot of people have been lied to and will be
paying the bill to finance the greedy developers and builders.
Promises have probably been made that will never be kept.
As stated earlier, this is only a guess. The premise of the
guess is based over observation for a long period of time and
built on by a statement from an arrogant builder to me.  He
said in so many words, "You ought to stop fighting it.  In a few
more years
there will be condos all up and down this river
and there won't be anything you can do about it."

Unincorporated Harahan?

Harahan, in the past has procured properties
outside the city proper in order to expand its   
revenues..  This may have set a precedent to do
just the opposite.  Would it not be feasible after
the CC has achieved its goals to proceed
towards becoming part of unincorporated
Jefferson.
After having been a non-property tax paying
"non-profit" corporation and having for many
years run businesses on R-1 zoned property, I
would not put it past them to proceed to join in as
part of unincorporated Jefferson.
This editorial opinion is fashioned after observing
past practices by the CC.  If this occurs, Harahan
could possibly lose half of its area to Jefferson
Parish.
The Harahan Council with
exception of TS Wilken overturned
the Mayors' veto on the colonial
country clubs'  R-1 zoning.
Take a good look at the map of Harahan
(above).   Look at the proportions
divided by colors.  The south side of the
Jefferson Hwy appears to be about half
of the whole city.  The country club is
possibly one tenth of the city.
The Board of Directors of The CCC
threatened horrific lawsuits if the city did
not rezone the property to R-1
residential..
The City had just recently approved a
zoning map which showed the CC as
POR zoned, which was deemed suitable
for playgrounds,parks and properties
such as the CC.  
This POR Zoning was
a result of a $100,000 study
commissioned by former mayor, Provino
Mosca.
Mosca, on the first vote said nay to the
rezoning back to R-1.  It appeared that
after much discussion amongst the
council he knew it would pass without a
yea from him.  His leaning was yea but
his political savvy behooved his
ex-honor to say nay.  The zoning
measure passed but within the next few
days The Honorable Mayor Paul
Johnston vetoed it.
At the next meeting Johnston  made an
offer of zoning more than enough R-1
lots for the CC to cover it's debts and
get back to normal functioning.  Earlier a
citizen offered the CC a 5 year,.0% loan
to straighten out their financial problems.
Neither the Mayors compromise nor the
citizens generous offer were accepted.
Apparently the CC Board had bigger fish
to fry.  
Up jumped the vote to override the
Mayors veto.  After the ceremonial
ablutions, discussions and reasons why
each vote was necessary and that they
were blameless for the vote, they cast,
four votes to over ride the veto.  T S
Wilken was the lone vote against the
over ride.
With a "Hip Hip Hooray"  The "winners"
abruptly left the council chambers.
Builder, Dane Doucet remained behind
to address the council, Thanking them
and telling them they did the right thing,
he then followed the "winners" out of the
chambers.  Developer, Keith  Donaldson
was noticeably missing for this meeting
and the previous.
This zoning to R-1 was done contrary to
the zoning and planing boards'  recom-
mendation.

Dominion  OIL
About five years ago I, and other South Harahan Citizens, signed a
form permitting oil/gas exploration beneath our properties.  We
heard no more, so I just forgot about it.
Lately, Dominion
OIL  has been  holding meetings with city officials.
Hmmmmm, I wonder.........

The phrase military-industrial complex was first used on January 17, 1961, by
President Dwight D. Eisenhower [1] in his farewell address to the nation in what
is called his Military Industrial Complex Speech:

"In the councils of government, we must guard against the acquisition of
unwarranted influence, whether sought or unsought, by the military industrial
complex. The potential for the disastrous rise of misplaced power exists and will
persist.
"We must never let the weight of this combination endanger our liberties or
democratic processes. We should take nothing for granted. Only an alert and
knowledgeable citizenry can compel the proper meshing of the huge industrial and
military machinery of defense with our peaceful methods and goals, so that
security and liberty may prosper together."

His children suggest that in an earlier draft of the speech, he refered to the
"military-industrial-congressional complex".

will not act in the
Clubs behalf to the
detriment of the
Citizens of Harahan
Mayor Johnston, with Councilmen Mosca and Landry, in
May  2010 have already involved the city in the legal fight
between Colonial Finance and Colonial Country Club.
